EFSUR
The
Organization of the Supreme Audit Institutions of the MERCOSUR
countries and Associates was created in 1996, through the signature of
the Asunción Memorandum of Understanding. This group seeks to promote
control and transparency in the region with a view to guaranteeing the
regional economic growth process with equity and justice.
Since
2012, EFSUR has the character of Regional Subgroup within the Latin
American and Caribbean Organization of Supreme Audit Institutions
(OLACEFS).
In
October 2015, the Office of the Comptroller General of the State
adhered to the subregional block of Supreme Audit Institutions of the
MERCOSUR and Associated Countries (EFSUR), as an associated state,
enabling both bodies to work together, signing projects of common
interest (eg Special Report on the Evaluation of COSIPLAN Projects
(South American Council of Infrastructure and Planning); and Survey and
Evaluation of the Policies Implemented in order to comply with SDG 1
from a gender perspective in MERCOSUR member countries and partners).
It
is important to highlight that the Comptroller General of the State has
assumed for two consecutive years (2017 and 2018) the Presidency Pro
Tempore of this organization, and since 2016 annually presents the
survey of gender regulations which presents advances on the subject and
serves as a reference for comparative analysis processes.
Ordinary Meeting - Quito
During
the XXIV Meeting of the Coordination Group and the XXII Meeting of the
Joint Commission held from October 4 to 6, 2017 in the city of Quito,
Ecuador, the 2017 action plan was analyzed, based on four axes that EFSUR works on:
1. Develop technical skills and harmonize control methods and procedures.
2. Conduct surveys, audits, monitoring and thematic studies.
3. Strengthen strategic alliances with other multilateral institutions.
4. Strengthen the image of EFSUR and disseminate the needs of a public external control for MERCOSUR.
Among
the strategic actions that were reviewed at the Meeting in Ecuador, the
following stand out: coordinate the training of technical auditors and
planned coordinated audits, approve the Special Study of Road Corridors
for Freight Transport in MERCOSUR and translate it into Portuguese,
approve the planning of the Border Zone Governance project, strengthen
alliances with OLACEFS and INTOSAI, among others.
Ordinary Meeting - Guayaquil
Within
the framework of the XXVI Meeting of the Coordination Group and the XXV
Meeting of the Joint Commission, the 2018 action plan was reviewed,
where the interest of this subregional group to work together for the
promotion and supervision of equality gender
issues was demonstrated, with the signing of the "Declaration of
Santiago de Guayaquil, on the promotion of gender equity of the
Sustainable Development Goals - SDG 5". The objective of the project is
the execution of projects that promote the active participation of women
and vulnerable groups in the Supreme Audit Institutions (SAIs).
On
the other hand, during the meeting, the status of the “Special Report
on the Evaluation of COSIPLAN Infrastructure Projects in Border
Crossings” was addressed, and through the schedule approved by those
present, it has a final date in 2019.
Ordinary Meeting - Tarija, Bolivia
In
the XXVII Meeting of the Coordination Group and the XXVII Meeting of
the Joint Commission that was held in the city of Tarija, Bolivia, the
2020 Action Plan was approved. The SAI of Ecuador will have to work on
this year to survey environmental regulations and public works. In
addition, in parallel to the meeting, the Seminar on Feminization of
Poverty was held, which was part of the training for the new audit
presented by the EFSUR group: “Survey and evaluation of policies
implemented in order to comply to SDG 1 from a gender perspective. ”
In
view of the above, due to the institution's experience in handling
these issues, the representative of the National Directorate of Social
Sectors participated with a presentation at the seminar addressing
issues such as poverty as a multidimensional phenomenon and also on the
findings made by the SAI of Ecuador in reference to the audit on the
evaluation of the implementation of SDG 5 in the country.
